Well, when you take off all the smog equipment you have no place to run the vent on the valve cover. On a stock engine it is run back to the intake, to "recycle" the gases from the crankcase.

Some people have been known to use a filter like this on the rear diff. vent and some even put a filter on the transmission vent too.

The main advantage to put a little air filter like this is that not only will it keep any sludge from being pumped out of the crankcase it will also keep any dirt or dust particles from entering the engine and contaminating the oil. If I'm not mistaken, during deccelaration you can pull a bit of vaccum in the crankcase so it is possible to pull contaminates into the valve cover.

Besides, they look cool. :P

The standard engine has the PCV pipe going to the air filter box from the valve cover. Because the car in the photo has non standard carbs they would of have had the choice of putting a filter on the valve cover, or running the pipe to the new carbs, which would be more tricky to do.

The PVC system is designed to suck the nasty gasses out of the crankcase, through the engine where they are burnt, so they aren't so nasty when they come out of the exhaust.

It's definitely a smog issue. I don't know anything about the interaction between EFI and the smog junk, (I have a '71 240) but I suppose it COULD be done. However, if you have to keep the smog junk, it would be as you surmised - pointless.
