So to manually set as close as I can to the 15-20 degree mark I should disconnect the vac line and set it, but what is the best RPM to maintain while I do that?

Idle. Then check it again at 3000 if you have access to an adjustable timing light. If you don't have the advancing timing light just set it at idle, because if you try at 3000 you'll be so far off the scale on the balancer that it will be hard to see where you're really at.

My idle is set about 750-800 is that the range?
