Unless you have a low vin, or an especially significant car with a verifiable history, condition is what should guide you. Check out the sheet metal and the numbers and go from there.

Is it possible you could post some pics of the car and the rust. By the sounds of things, the car sounds like its not that bad and is definately able to be restored without much difficulty. But would be better if we could see some pics first
