I have a 76 280Z that gets power to ignition switch, but not to starter. I've looked into fuse panel, and don't understand why all the "buss bars" don't have voltage. I have an idea (after looking at FSM) that it could be the starter relay mounted above fuse panel. You can hear it click (and relays elsewhere), but I don't neccesarily believe its getting continuity to the load side of the relay. Am I looking in the right direction? Just like more input before I crawl up into dash to pull it out and check though. What do ya'll think?

You may want to check the battery fusible links and while you're at it replace them and sand the contacts and then replace the fusible link covers for good measure. The battery fusible links are on the passenger side of the engine bay on the inner fender well in front of the battery and usually they are covered by white plastic covers. You can still buy the fusible links and covers for less than $10 from your local Nissan dealer.

It might be helpful to know if your car had been sitting for an extended period of time an what work had been done to it previously.
