fuel pump won't shut off

Greetings everyone.....!

i'm very new here....after 4 years of sitting in the gargage, i finally got my '78 280Z running...my only problem now is the fuel pump wont shut off when i turn the key all the way to off...i got a new igition switch...still to no avail!

another note...my brake lite and voltmeter guage lite still still on also...i've drain my battery a few times this way...but just unpluggin the fuel pump...!

Please help! could this be an ignition/fuel pump relay in the kick panel on the left passenger side?
