A new amateur road course for colorado is getting close. The county planning board must have approved the zoning change to allow amateur motorsports. Now the commissioners will put their rubber stamp to allow the change. Once that happens the fund raising campaign will begin.

The zoning change passed by a 5-0 vote. The Use by Special Review application has been submitted. Once that is approved we close on the land.

So far we have raised $140K from 160 people.

This track is going to be owned and operated by the member clubs.

Fund raising has been coming along nicely. $246K from 271 members. This is not including any commercial or advertising contributors.

September 8, 2007 - HPR What's Happening!

Well it is Saturday afternoon and I have just completed processing this weeks credit card contributions. This brings our total so far in the member fundraising campaign to $246,124. By the time this is released we can say that we have raised our first quarter million, which is 25% of our fundraising goal and 50% of the fundraising budgeted. To date we have had 271 members make contributions. This breaks down to:

147 members who gave up to $250

25 who gave at $250 to $500

74 between $1,000 to $1,500

18 between $2,500 to $5,000 and

7 members at $10,000 or over

Interestingly this diversity displays that every contribution is important, no matter what level. The next steps in the fundraising campaign entails personal phone calls from members of each club along with informational meetings. Both are proving to be successful and you should watch your club newsletters and web sites for details of coming events.

This past couple of weeks your Colorado Amateur Motorsport Associates, LLC (CAMA) representatives have been consumed in legal documents needed to establish the loan program. The process of providing adequate security for the lenders and protecting the investments of the member clubs is requiring massive but necessary paperwork. We expect in the next couple of weeks to have the loan company, Colorado Amateur Motorsports Lending Co. (CAMLC), formed and the loan documents between CAMA and CAMLC finalized. The law firm handling the SEC private placement memorandum is awaiting these documents to complete the process. CAMLC has verbal commitments for half of the loan goal and significant interest for the balance of the amount needed to be borrowed. In fairness to the lenders, we are not adding any of these funds to the web site contribution thermometer until each lender has signed their share of the documents.

If the thermometer were adjusted to include the committed loans we would be extremely close to the two million dollar level today and well on our way to realizing our dream of building HPR.

In the midst of the fundraising activities and legal document preparation your representatives have been working closely with the design team. Bill Howard, of Plan West (RMVR) and I reviewed our track designs with Alan Wilson, who had exciting suggestions to enhance the fun level of the circuit and provided emphasis on various safety factors. Alan's valuable input was combined recently with other ideas we have received from many of our own members' knowledge of a variety of race tracks. The result is an improved version of the track design which has us very excited. The most notable change was to make the turns down the bobsled run to be more dominant and challenging. The runoff area for the turn at the bottom of that hill was also repositioned. Also, there have been modifications to the turns at the end of the straightaway & the hairpin to make those sections safer while still as incredible. Check the website soon for postings of the new drawings and watch for announcements of informational meetings to learn more about the new configuration.

With the design nearing finality, efforts have begun to initiate the construction process. RG Consulting, our engineering team owned by Rick Goncalves (RMR-PCA), will soon begin preparation of the final grading plan. Preliminary review has begun confirming the major components of our construction estimate with the actual design. Also, the bid process to formalize construction costs and contracts will soon be underway. In the meantime, we are anxiously awaiting Arapahoe County's first response to our Use by Special Review (USR) application.

The web site has been updated with founding contributors and acknowledgments for the volunteers and pro bono work.

So far $300K has been raised through member donations. Commercial and advertising has yet to be added. The minimum amount HPR needs from members is at least $500K, more donations means more ammenities.

They won't break ground until all the money is raised, if it isn't built then you will get your money back.

Another update.

October 20, 2007 – HPR News Release What's Happening-Continued !

Well it is another weekend working in my home office and wishing I

was at the SCCA double Regional. I have just completed processing

this week's credit card contributions, which bring our total so far

in the member fundraising campaign to $346,682. That's an increase

of a hundred thousand over my letter of September 8th. We have now

reached 35% of our fundraising goal and are at 70% of the amount

projected to meet that portion of our construction release

parameters. To date we have mailed fundraising brochures to 4,573

members, with more planned. The response to date represents 426

generous members. While most contributors have opted for some level

of the brick recognition program there have been many who have shared

whatever amount they can spare. All levels are appreciated and

needed to have a first class facility. We have conducted four track

informational meetings at May Farms in Byers and at the Red Lion

Inn. Some of you have had the opportunity to walk the track. The

clubs have started a phone campaign soliciting support for the track

from the members who have not yet contributed. It is very

encouraging to see the excitement level amongst the membership as the

reality of HPR grows.

The legal documents for the loan program continued to consume much of

the CAMA representatives time the past few weeks. I am now pleased

to state that the Operating Agreement for CAMLC and the loan

documents to CAMA are now complete. The package has been turned over

to SEC lawyers to prepare the Private Placement Documents. We

anticipate that all the documents will be complete by no later than

Mid-November and we can begin signing up all the interested loan

participants. If you have an interest in the program please contact

any of the CAMA representatives or your club board.

Arapahoe County provided us with their first response to our Use by

Special Review (USR) application. The review thus far has not

identified any negatives and their questions related mostly to

requests for more details on the design, grading and drainage plans.

The design team is busy preparing responses and modifications to the

application and is giving priority to returning the package to the

County in a timely manner.

Speaking of the design team, in addition to Bill Howard (RMVR) of

Plan West who is handling our permitting & design along with Rick

Goncalves (RMR-PCA) of RG Consulting, our engineer, we have two new

key additions to the team. Matt Proehl (RMR-PCA) who is a Project

Manager for Haselden Construction has taken the duty of being the

Track Construction Manager. Also, we are very excited to have

entered a consulting agreement with Wilson Motorsport. Alan brings

many years of expertise and will assist us with construction

planning, asphalt specifications and track safety features. The

design team has been extremely busy preparing the construction

grading plan. Much time is being devoted to establishing spot

elevations and finished contours. The team's energies are focused on

the vertical & horizontal curves along with the angle of the verge

trackside and in run-off areas. I have been a participant in the

process and while I have been allowed some token input, I think they

just keep me around as the buffer to keep budget and reality in

harmony. Once the grading plan is complete Matt will be able to

prepare accurate construction estimates, timelines and start the

contractor bidding process.

Assuming a positive response from the County, a successful capital

campaign this fall, along with a warm spring in '08, we are hopeful

to be racing at HPR next summer. The clubs are working together to

prepare a tentative event schedule for next season. Watch the

website for the announcement of that schedule. Don't forget that

contributions are deposited to a restricted account and will be

returned to you if CAMA has not reached the construction release

parameters by December, 2008. Keep the contributions coming and tell

your friends you are a `founding contributor' .

Actually we now have $1.3 million including private donations and added council clubs donations!!

We are holding our breath in anticipation of ground breaking sometime this spring if all goes well. This will be a terrific track. The only level ground is the paddock......... on track elevation changes up to 90 ft.
