I too live in Arizona and have failed emissions, but don't worry.

By your screen name I suspect you have a fuel injected 2.8L engine. If this is so then you need to do a number of things. First off you need to find the vacuum leak you have. I personally would just replace them all as they probably need to be replaced anyhow. Secondly download the FSM off here and look in the section that talks about air/fuel adjustments. It's not hard you just need the right equipment to do it. (mainly an exhaust analyzer)

If you don't feel that you are up to the task you could always take it to a Z specialist (there are a number in Phoenix and surrounding areas) and ask them to "make" the car pass emissions. They will "tune" the car properly to pass emissions. I did the same thing down here in Tucson as I couldn't get it to pass. My mechanic tuned it and even took it there and passed the test for me.

I would also look at the timing, and ignition system also. These have a very significant effect on your emissions.

There may be any number of causes for your car's running rich, but it probably wouldn't be a vacuum leak. Vacuum leaks tend to lean the mixture. Even so, it's a very good idea to get vacuum leaks under control. The air flow meter can be adjusted to alter fuel/air mixture, but that's a job for someone with the equipment.

Thanks guys, yeah i have a 2.8l fuel injected. The emissions people told me it could be spark plugs, spark plug wires or a vacuum leak that failed one part of the emissions, and the other part that failed was the idle because it was running too rich.
