No, the rubber isolator is vulcanized between the damper and pulley, if it even begins to separate you need to change the whole thing.
Actually, they can be rebuilt. There are shops that do that. It would cost less to get a used one from the 'yard but be sure you inspect it well.

One thing to remember. Some engines have the timing mark set on the driver side and some on the passenger side. It you find a dampener that has the pointer on a different side form you engine , be sure to get the pointer that matches that pulley.
