September 26, 201311 yr comment_432473 MANUAL AIR REGULATOR>>> All you need is a heat control valve from a 95-99 Camry or Avalon [part #74780], and a generic lever action choke cable [6 foot long, you can trim to size]. Make sure you get the valve with the bracket. You will have to bend or trim the mounting bracket a little, then you can mount it in place place with one of the bolts to your original air regulator. When finished you can use the lever to fully control your idle. Parts can be had for $30 on ebay.
