I want to make sure I am following the correct timing marks. As you can see from the picture, I have multiple notches on both the indicator and the pulley. I want to make sure the correct notch on the pulley is highlighted (center mark) to set the timing. Thoughts?

You've got mismatched pointer and pulley. Early motors had five marks on the pulley and a single pointer. Later cars used a single mark on the pulley and the multiple-mark indicator.

Best thing to do now (IMO) would be to find true TDC (0°) by watching the #1 piston through the plug hole, and confirm which marks line up at TDC.

Following Arne's advice, TDC is aligned with the farthest right mark on the pulley (see pic). I have highlighted it in white for easy viewing going forward, though not in this old pic.
