I'm rebuilding a 78 280. After rebuilding the engine and hooking everything up, the motor only turns over if I jump the solenoid. Fuel pump doesn't run either. Going through wiring diagrams and troubleshooting in a manual for a '77, while checking harness continuity the manual says continuity between terminals 6&8, 7&8 and 8&9. Perfect from end to end on harness, not while plugged in. Manual also says I should have wires in 36 and 39 of AFM plug, but there are no wires there in the harness. These go to relay, I assume for the fuel pump. I think all these problems are related. We bought the car not running and not sure what the previous owner did to it. Also don't want to buy new AFM if I don't need to. Any ideas from this semi vague description? please help, wife is getting impatient.

You need a 78 manual. There are enough changes bettween 77 and 78 to where you can't use the manual from one on the other. 78 had no fuel pump contacts in the air flow meter, 78 had an internally regulated alternator, different relays, etc. So all of you testing would be different. Here's a link to a 78 FSM:
