Seems to me that there would be a lot less spam to deal with if the links were set to rel=nofollow, meaning that the linked site would not benefit from this sites page ranking from someone posting a spam link to it, meaning that the SEO spam monkeys wouldn't bother spamming the forums with back-linking campaigns.
There was a plugin for this, but I'm not sure how up to date it is.
