It is for 長野　"Nagano" prefecture.

　"01" is normally 03 or 33(more than 2001CC engine or/and bigger body size)

05 or 55 (less than 2000CC engine or/and conpact body size)

*Police cars and other special cars(RV/TV&Radiocars, ambulance, fire track, and etc.. are "88"

The letter "せ” is just a sequencial (Japanese alphabet) あいうえお　かきくけこ　さしすせそ　たちつてと　なにぬねの　はひふへほ　まみむめもやゆよ

The big # are always 4 digit numbers and sequencial.
