Looks like only Australia and New Zealand require a lower sulfur content than the US: http://en.wikipedia.org/wiki/Ultra-low-sulfur_diesel.

In Europe, they also subsidizes diesel prices. In the US, we subsidize corn-based ethanol. Go figure...
