Need help with Vacuum lines, and identifying a part!!!!

Recently purchased my first Zcar, 1982 280zx 2+2 nonturbo While putting the engine back together ran into this part and not sure what it is. Can anyone identify it please?

Also does anyone know what it connects to? Thank you very much for the help.

I thought it may be the Fast Idle Control Device, but I still have no idea what it should connect to.

I believe that this part is the FICD Actuator. It's displayed as Part Code 27655Z in this 280zx Throttle Chamber diaagram: http://bit.ly/o1Pp4T

Hope the photos help, as I'm at work and can't dash out and take specific photos, they'll have to do... I suggest you find a copy of the Factory Service Manual; by far surpasses the chilton/haynes books.
