Quick Hitachi Two Barrel Carb Question

At what rpm when hand reving should I see fuel coming out of the secondary venturi?

I think the diaphram that opens the secondary throttle valve is not operating as it does not kick in until nearly WOT....~ 6000rpm when hand reving.
