What does the knob next to the front hatch opener do? Also what does the knob under the dash on the passenger side of the car do?

Probably fresh air vent actuators.  Pull on them.

The dial does not actually do anything.  It only indicates the state of something.  Probably something that opens and closes.

I take it you are "fair dinkum" asking these questions. The dial you are talking about is probably the "Shut/Open" vent under the steering column to direct air to the drivers leg area. It should be connected to a flexible tube about 1-1/2" in diameter, but that may have been removed by a previous owner to gain access to behind the dash.

It might be a bit more social to explain who you are and what model S30 you have.
