In craigslist parlance, this would be a "90% finished restoration". I wonder if the seller would entertain an offer of 22k, or is the price really firm???? From San Diego it seems. I believe there may be a fairly sizable body of salt water quite nearby.... I'm going to e-mail them and strongly suggest they stop driving the car due to safety reasons....
