Ok I see whats happening but don't know why. When you hit the "post new topic" button it doesn't say that it has posted successfully like it usually does. So you are tempted to stop it from loading to try again. Well what we don't realize is it did load the original one. So every time you think you are stopping it from posting it is actually posting, again and again and again.

Yup.  I just did a new post and that's exactly what happened.  Fortunately, I'd seen the double/triple-posts by others, so checked first before being tempted to press the 'Post' button a second time.  I suppose that frequent posters know all about this, but newbies probably don't.  Not an issue when responding to an existing post.  Only when creating a new post.  Funny, though.  I don't seem to remember this being an issue in the past.  Has something 'shifted'?

If you accidentally make a new duplicate topic you can go back in re-name the topic with the editing tools. I have edited the title of a topic when I made a spelling mistake. Maybe re-name it something like: "Oops Double Post - Do Not Reply".
