1.2 ohms is pretty good.  So you have spark ,and you have connection to Pin 1.  So we're in to the odd possibilities.  Like cam timing or ignition timing is off, or the ECU isn't getting what it needs through Pin 1 even though it's corrected right.  I've had two cars that wouldn't start with the tachometer disconnected.  Is your tachometer installed and connected?

Look at Post #45 here.  Some good timing things to check.  If it won't start with a good blast of starting fluid in the intake manifold it's not the ECU's fault.

By moving the leads around, you are indicating something is wrong with the timing. Are you sure nr. 1 spark plug is firing on tdc compression stroke. Could be 180 degrees off. Take nr.1 spark plug out and turn motor by hand to make sure it coming up on compression.

Engine was rebuild and has not run yet. We have some unknowns to deal with. Its not just: it was working and then stopped.

It's something to tick off the list.
