Are Fog Lights illeal in Your Area?

There was an article in a local paper about that.  Here in the Portland area, having four headlights on is apparently illegal, when facing oncoming traffic.  It counts as having your brights on or something like that.  But they don't enforce it.  There are a ton of big jacked up truck with extra lights, often blue colored, and annoying.  Probably often driven by off-duty cops.

I agree with dmoralesbello, that the fog should only be on with low beams, so they shouldn't bother other drivers, but in many cases, that's not what I get.

On top of all that, I haven't seen an orange or yellow fog light in years-  the extra-white ones make the problem even worse.

Well, to play the devil's advocate, would there be a reason for a manufacturer to wire a car so the fog lights are on "illegally" but are still legal?  Is there an accommodation or exception for some manufacturers? Like not having a front number plate which is illegal in my state, but not for the older European cars...

From all the stuff I've read, the fogs should go off when either headlamp beams are on, which is how I rigged my lamps, but I've seen it both ways- fogs with low beams and high beams.  The latter should be fined heavily.

Around here the latest thing is to swap the fog light bulbs out for HID or LED bulbs that don't have the coating on the tip to help aim the light and the bulb is no longer positioned correctly.  So people end up with their fog lights being super bright flood lights.  They pull up behind a semi trailer and the thing is lit up top to bottom.   It gets worse every year as the 'upgrades' get cheaper.
