It's most likely the relay in do it loralesbello's second picture.  I have the same problem with my '76.  Sometimes they blink and sometimes they don't.  The hazards work fine, though.  My plan is to replace the relay.

I made a mistake.  The relay in the second picture is for the hazards.  It's the other one.  I took mine apart last night and cleaned the contacts.  It works again (for now).  I don't really trust it.
