The californian models were fitted with a Cat. Thats why they need unleaded and the floor temperature warning light.

The other difference relating to the Catalyticconverter/unleaded theme is the sticker on the underside of the hood. 

Califorian sticker has, in big letters, "Catalyst" sticker p/n:14805-N4800 and the other 48 states have "Non Catalyst" sticker p/n:14805-N7600.

Main difference is the CO emmisions. Cal = 0.5%. 48 states = 1%.

Mine is Californian, and I have seen a couple of Non Californian 280Z without the catalysator and all Californian 280Z I have seen have them.

Whatever you do to clean the rust is going to require sanding and a re-paint of some sort even if it's just primer.  So repairing it completely is what will eventually happen anyway.  As far as matching paint, a good painter should be able to get pretty close if not spot on to the original color and paint type.  One idea would be to go ahead an repair the lid and add a rear spoiler. Some people opt to not paint those especially if they are carbon fiber.  I think that would visually minimize any paint shade difference on the bottom half of the hatch.

I would add also that a good buff on the whole car would help even things out.  Shiny is always good IMO.

SEM makes a rust inhibitor that's some type of mild acid. Your area is so small I wouldn't buy a whole quart. Just go by a body shop and have them treat it until you can get it done proper.
