#6 here says it's a fine brass screen.  Some people use air pressure to blow it open.

You should be able to blow one way, but not the other. If not carb cleaner may clean it up. 

Skip all this for now in my mind. Get the lines cleaned out.

That little black gizmo is what they call the check valve, and it's not as simple as it looks. In one direction, it is supposed to pass vapor easily, and in the other direction, it is supposed to pass vapors as well, just not as easily.  Here's a couple snippets from the FSM showing the details:

Here's where it is on the car (Number 8):

Here's where it is on the evap system schematic (number 17):

And here's how you are supposed to test it. Note that they didn't include this little tidbit until the 78 version of the FSM. In the EC (Emissions Control) section:

Also tried this but I thing that wire maybe to thick, blew air through it and it got a little bit better to blow through.

ideally the gas jug should be above the pump. maybe a little longer lines and put the jug up on a box.

more confused than ever on exactly how that is supposed to work so its a two way check valve? I wonder why they want air to flow back into the tank? did the 78 have a sealed gas cap maybe? oh wait is says there is a vacuum relief valve right on the gas cap description. ugh.
