Those carbs aren't correct for a 1969 or early 1970 production car. The early carbs have no float drains and the float bowl lids were diffferent, sometimes referred to as "Mickey Mouse ears".

Yep.  Specifically, those are the Hitachi HJG 46W-3A type.  My cars came with the HJL 46W type.  The heat shield is for the long return springs rather than the short ones.
