I noticed this difference between the jack spanners I have.  The top one on the first picture is early fabrication.  The later spanner has a '3' in the casting

Hi Chris , thank you for the pictures, Her Majesty brings her tools , could the tools be later production than they should be ?

Does anyone know if US cars came with tools or was it an option?

Hi Jeff , I think US cars could have a set of spanner / plier / screw driver etc , but I have never seen them in a US car .

Wonderful! O. K. D is 1969 November 4th for the Jack

9 L is 1969 December for the chocks.  It is nice to see these examples as they happen to have the tools a little bit earlier than car like yours .Kats
