A good buffing compound would be my first choice but it sounds like you may have already tried that. If buffing compound won't do it I don't know what will...

Simple green, claybar, WD40, rubbing alcohol failed. Waiting on a chance to buff.

Furthermore fuel still escaping the tank through the rubber flap. Seems a gasket missing?

There's no gasket there. The filler neck has a flange on it that seats against the body and is held down by the lock ring. The rubber flap goes on top of the filler neck flange and under the lock ring I believe. Are the lock ring screws tight? If they are you might need to add a sealant under the rubber flap to the filler neck flange. Or the flange could be cracked...

Can you remove the lock ring , gas cap and rubber flap and take a picture of the area.  It doesn't look like it's assembled correctly to me.  There could be a crack in the filler neck that is hidden also.
