I don't know if what Zed found is the system I know of but there is a way to search for a VIN to make sure it hasn't been reported stolen. It's not too hard to register a car here if it's 30yrs old Plus.

I think it is what you're thinking of.  Unfortunately, instead of making it free to the public like they should because our tax money paid for it, they've made it available for companies to use and charge us for the information.  Double taxation.

Which one is NICB?  How many did you have to try to find the free one?  What kind of information did you get?

This is "USA CarRecord".  The second one is one of the other guys.

 Scroll down and you'll see the "search vincheck" window. It gave me a "theft and salvage record". I would assume if you want other info you may have to pay.
