Ok. Should the green at horn in steering wheel have power all the time ?? My green gets constant power.  As for the 3 going in relay.  Only 2 have power.   Is that correct??

Yes, the green wire is the ground wire for the relay solenoid.  When you press the horn button the green wire is grounded, actuating the relay, which then passes power to the horns.

You can take that green wire and touch it to a ground and the horns will get power.  Honk.

The diagram is not the greatest, they show power as starting at the starter, they left out the connection back to the battery positive terminal.  Kind of incomplete.

But when I’m testing green at horn - it has power.   When I press button it still has power.  Is that. Wrong ???

That is all correct.  The power is used to actuate the relay, which then lets power through to the horns.  The horn button always has power, that's why the horn always works, key on or off.

Have a look in the Resources, Knowledge Base,  Electrical, Multiswitch Teardown and Repair (IIRC).

There may be some pics to help you sort where that wire should terminate.

Ok.  Got fuel and amp gauge working abs side markers.   Unplugged C3C4C5 I wiggled C3 as it’s way up there and a few things started working.  Now just horn left.  I assume I need lots of gas in tank to register like quarter tank.  I just had a Jerry can do it shows empty.  Now just horn. If horn relay is working will I hear it click or not,?
