said they tried bypassing the hazzard switch...  if they did that the hazzards would not work..   correct?

Probably this one. "gauges".

and if the fuse is ok... what else can i check??? all guages are not working

 

its just the amp/fuel temp/oil not working..

clock works,, tach and speedo work

The wires.

is  it normal for so many things to be dead? 

signals, heater, horn, guages, ebrake light..

are these all individual things or can one fuse cause all this?

Check the fusible link.  It's by the battery.

Ok. Here is a photo of these links.  With the key to the power position. Car not running. Should I have power going across those? I touched the power indicator screw driver with bulb across those and no light bulb turning on. 
how can I test power there?

Put one end on a terminal (link end) and the other end on a ground, like the block, or a body screw.  With the key on you should get a light on all of them.

You won't get a light (power) going across them unless there is a device turned on inside the car.

there are 2 fusible links on the firewall beside the battery.. a green one and a black one...  when key is on the green one has power going to it and going across it.. link is ok..  

the black one has NO power going to it with the key one..   is there a problem or does that one only get power when car is running??

 

 

 

Where in the world could this black wire go??
