MSA Rear Disc - E Brake

Would something like this help in diagnosing the problem? This particular one has gotten mixed reviews due to flimsy construction but I think there are a few others out there. If shortening the cable with this works, they you could cut and install a turn buckle.

One tire will (I want to say my passenger) but the other won't.

This doesn't make sense to me as pull should be fairly equal on each side. The "Y" configuration of the cable should be self-adjusting (a saddle that the cable can slide in).

The above still applies.  Some time on the back looking at the various cables and moving parts will probably tell the story.  Part #4, the equalizer might need some lubrication, along with adjustment of the unlabeled part between 2 and 7.

@DocDavis I asked earlier about the brakes in general whether or not you might have air in the system. I have a similar system but using the 240sx calipers. It’s a very tight fit. I had to maneuver mine to keep the cable from binding. There have been posts in the past where guys flip flopped the cables left to right to eliminate this.
