Recommendation for gas tank restoration.
Agree get the tank dipped at a radiator shop. If you can't find one, maybe try CO2 blasting because when the media melts nothing is left behind to buildup in the tank. Also if you add a quart of non-detergent oil to the gas every oil change it does not rust the tank. That is what I do and I know people that have done that for decades and no rust in the tank

1972 Datsun 240z with rebuilt engine and SU carburetors stalling at intersections
Being from Colorado when I brought a Z out to NJ when I got to a certain lower elevation I had to adjust the carbs. If it is from Colorado it is tuned for high elevation and needs to be re-tuned for lower elevation that you find in Panama. Be careful the car is more than likely running lean and with to much vacuum.

That works well the only problem is half the time I've tried that the panel was slightly stretched. If that happens just heat push into the heated are and cool till the part is back into shape. Kind of like when you shrink metal with heat.

A little heat with a heat gun to slightly soften the piece, then flex and push on the piece to get it back into shape. Just be very careful not to use too much heat or you will distort the part.

the winter from hell
This weather makes me wish I was in the Mountains of Colorado. NJ sucks in this weather it is not setup to wear the snow can be used for any fun or get getting it out of the way. The salt is so heavy on the streets and sidewalks in a five minute drive it looks like a took a trip down the salt flats.

Yes try Gibbs Penetrating oil work a little better and does not leave a amber film.

Yes you can slow the rust clean with a good soap and water then wire brush and paint. you can see the condensation of white salt like material on the parts you need to get that off that will cause a lot of damage. Also, get behind the panels, inside the door and clean it. If you got that much salt condensation on the outside my bet is you have some on the backside of panels. The best rust preventive is a clean car, paint and a little oil on the natural metal parts.

Since your car is a classic take it to a good restoration shop they will find all the parts to make the repairs. Don't let the insurance tell you, you can't they will try, but you have the right to have it repaired correctly.

Replaced ignition key cylinder.. trying to figure out how the rotation switch works
go to a locksmith they can actually rebuild these. Problem is you need to go to an old locksmith because the kits aren't available anymore

Hood problem - hoping someone has the cure
if was the springs was bad it could create this issue. My z car that I am currently restoring the inner fender on driver side is slightly pushed in putting extra tension on the spring and occasionally pops loose. When it pops loose it does what you explained

Replacement washer fluid pump "How To"
By chance did you when installing the wires make a connection to the body of the pump? If you are making conection to the metal body of the pump it would sort out. Also make sure the wires are connected properly the pump would put extra strain if it was pumping backwards poping the fuse.

Idea for the surface rust on the car. On old style rifles their is something called browning it is an old method of protecting metal by chemical starting rust then hardening it. Since their very little paint left on the roof you will need to do something to keep it from rusting out. The method is not are and you can get the chemical at a good gun shop (not a sporting good store) it literaly is a whipe on whipe off treatment then a coating you dry on and wash off to stop the reaction. Once done use some oil to protect the finish and treat scratches with the second chemical. I was looking at a Mack truck from the 50's with original paint and was thinking of hot-roding it and doing the same method. But I did not pick the truck up since I need to finish the Z first. It would have been cool it was missing the motor and I was thinking of picking up a 7L inline 6 with 750hp from Mack to put in it.

Hood problem - hoping someone has the cure
Check the hood spring. I've been able to a observe about a 2 inch movement when the spring is not installed properly or has come loose from its location. Also check spring tension the springs over time it may have weekend and may need also to be replaced even if installed properly and seem to be working OK. If the hinges are worn out there will be a lot of play in the joints and the a they might actually have a gaps where it at the connection points that you can see through.

Rust never stops. Recommend removing all run and not using catalyst if possible.

NO he will get stopped, but what you tell them is that you were wanting it to look old and worn out and that the car is fine. That will get you out of trouble most times.

I hear ya I mean putting another set of seats would be too much to fix that second head, and if I took it off your hands I'd need to find another car to put it in I don't think I can help you off load the second head ;^)

my concern thing that much rest on the top an outside is how badly rusted is it on the undercarriage. The first thing I'm concerned about is it that amount of rust is the cars actually safe to drive or is it going to fold in on itself. I'm not opposed and thinking that you should get rid of this car in fact this might be a great way to start. first of the car gives you a chance to actually practice and learn skills to repairing it in building a car later on in life. have you thought about buying a shell later on basically you don't find the body and frame of a good car that might be missing an engine transmission or someone tried to get us started restoration of never completed. The reason is you look to have most of the car is running uh it could be a good way to uh actually have a good safe car the future and I spent a ton of money on rust repair. Basically you can build a Frankenstein car if you wanted to you could pick from different years of the dogs and see cars even take any body from 1971 put it on putting your 77 components in mixing things up if you wanted to.
