Waking the sleeping beast?
That hood scoop is called the "Competition Hood Vent". It was offered as a last ditch effort to resolve the vapor lock problem that plagued some of the early cars, mostly 1973 models, only when application of the 3 different dealer "Modification Kits" failed to do the trick. The idea behind it was let the hot air escape from the engine compartment and let the coool air in. It required cutting a large hole in the hood. Carl has an article on the dealer mods here: http://www.zhome.com/ZCMnL/tech/73Mods.html and a link on that page to some pics and a further explanation here: http://zhome.com/History/ComHood.htm.

Guess what ... :)
That's a funnny observation there buddy. I like it because it has the name of the city where I purchased it in a script font that looks cool, for a manhole that is.

Starting Problem
The engine continuing to run after being shut off id called run-on or pre-ignition. This is generally caused by heat stored up in excessive carbon deposits within the combution chamber, which causes fuel still left in the combution chamber or soaked into the carbon deposits to ignite and keep the motor running after you turn it off. In carbureted cars it can run for a while as he vacuum created by the rotating motor continues to pull in fuel. Assuming you vehicle is still fuel injected, this is unusual, but may point to bad injectors that are leaking fuel, and may also explain the reason for the carbon deposits. If it's bad/leaky/clogged injectors and you fix those, the carbon deposits will get burned off over time and the pre-ignition will go away. Pre-ignition can also happen while the car is running however, and can in some cases cause very serious damage to your vehicle. I would get it taken care of as soon as possible. Failing to start when it's hot is as explained previously due to vapor-lock. Looks like you have two problems here.

Other cars you own, or drive?
And yes, I wheel it from time to time. The last pic is from atop Bald Mountain near Pinecrest, CA and that is Pinecrest Lake in the background.

Electrical Issue
Wow! Good call Monkeyman. I will not soon forget this one. I could see myself wasting a lot of time on this one thinking that a simple bulb change could not possibly produce such a result.

Electrical Issue
Guys, that's gotta be one of the most bizarre things I've ever heard regarding electrical oddities. I can't wait to hear how this pans out for Jim.

Maybe I'm too much of a purist, but...
A nice car overall and obviously well taken care of. I like color scheme and everything else except the flares with those wheels/tires. Something just doesnt seem right the flares either. If I really wanted to keep the flares, I would ditch the ricer rims and get some wider, smaller rims and bigger tires. I'm sure it's probably worth $12k to the owner, but it's hard to say what it's really worth since the passenger floor needs replacing. I wonder where else the cancer is hiding?

J.I.S. spec fastener source
Here's another source and it looks like they cater to enthusiasts as well. you can download their catalog in PDF format as well. Lots of great stuff and a decent colection of J.I.S. fasteners. I haven't ordered from them yet but I will be placing an order today. I'll let you all know how it turns out. http://www.hillcofasteners.com

J.I.S. spec fastener source
Yeah, I saw this one searching the board. Unfortunately these guys seem to have a very small selection as well, and dont have any of the bolts or nuts I am looking for save maybe one or two and they have the wrong finish. In addition, they only seem to have 5 JIS spec nuts, 3 of which are flanged.

J.I.S. spec fastener source
Ok, I give up. I have been searching and searching for a source for J.I.S. spec fasteners. I have come up with a few online dealers who have small selections of these bolts but none have a decent enough selection of bolts nuts, washers and staked(grade c)nuts in the grade and thread pitches I need. I guess I could try the dealer but I am thinking that I will probably pay a huge premium for what should be cheap components that I may be able to source elsewhere. If you know of a source for these parts please share the wealth and rescue me from Google land. P.S. I don't speak or read Japanese so please don't recommend a site in Japanese unless it can be navigated using English or imagery. Frustrated and beaten....
