I have put my carbs back on my intake manifold and cleaned them up some. They are about to go back on the car and I am missing these auxiliary venturi retaining screws. I guess they just hold the venturi in place? I will eventually buy new ones, but do I need them before I start the car? When I bought the car they were missing. The carbs are three 45DCOE13. Here are some pictures.

Yes, you need them before you start the car. In fact, I'd get them before you install the carbs on the car. It won't be funny trying to put the special bolts in them without crossthreading and stripping the threads in the carb bodies whilst working virtually blind.

Make life easy for yourself and get the bolts and lock tabs now.

I'm located on the other side of the Atlantic Ocean from you, so I'm afraid I can't recommend a Weber parts supplier in the USA from experience.

It should be easy to find one though. Either Google it, or look in the back of a magazine such as GRM or Vintage Motorsport for specialists.

My only advice would be to make sure that you tell them your carbs are 45DCOE 13-series. That's probably the most important thing. Series type is very important when dealing with old Webers.

What you are going to find is you can find the screw and lock nut part that modern webers come with that won't fit your carbs. The correct old parts are hard to find. Start making calls.

Also, they should have holes in them to safety wire them so they won't fall out. Thats what I would do.

Google weber carb part and start calling. I found mine a couple years ago, and I don't see their website up anymore. It took about 2 months to get the right screws. At least you know that there are the right ones, and the wrong ones. I didn't until I got the wrong ones.
