Worn throttle shafts on Hitachis can exhibit that trait. Too much spring pressure can put the shafts in a bind. Or you might be missing a return spring or two. I have also seen foot peddle pivots inside the car so gummed up they wont move freely.

What carbs are you running?

If you tap the gas will the idle come down any?

I get the same thing.

What I do is slow the car in gear, until the engine is just under 1K RPM, then clutch. That usually does the trick.

I agree it's annoying. My Jag does the same thing at times, and it's either something in the carbs or throttle shafts as Bruce says.

Unscrew the gas peddle from the fire wall and clean the little shaft it pivots on too. The bellows probably aren't an issue. A little white lithium grease at all the connectors (dogbone cups, pivots) all the way to the carbs certainly wont hurt anything.

My money's on binding worn shafts.
