I Had the same issue. I removed the wiper pivots from the car and disassembled them. Although they turned freely I was surprised at the amount of rust in them. I cleaned up the shafts on the wire brush and used a dremel with a wire brush on the bores. I reassembled with grease and the wipers worked like new.

Not as good as retrofitting a modern motor but a whole lot easier.
