Anyone have a solution on how to fix my Rpm gauge?

The problem is it jumps all the way to like 8 just from turning the car on. and once we start driving, it max's out and stays there. Until we turn it off.

Another thing is. When i use the turn signals it drops down to about 6-7 and jumps up and down as the turn signals click. I have no idea how it is connected. But i do have the electrical diagram and can read it. i just dont know what to do to it. maybe it needs a new gauge? its shorting? i dont know.
