There are two possibilities:

 

1. Poor sealing resulting in loss of vacuum at head of fuel to lift it up into the passage to the aux venturi.

2. Clogged main jets or jet too small.

To your question, i don't have any experience with webers.. and i'm gonna keep it that way..  ?
