Is this supposed to be seated all the way against the bearing? I have trouble getting the hub all the way on the spindle with the seal fully seated against the bearing. Not sure why but the hub just seems to stop sliding up the spindle. Any tricks?

Are you saying the seal is stopping the hub from fully seating?  If you can find something around your shop the same size of the steel outer ring of the seal you can use that to tap the seal in farther, even the old seal will work.

Is your new (but not Original) seal thicker than the one that came out there? (hope you still have the old part..)  In this time of many aftermarket parts.. maybe the new seal of bearing is .5 mm bigger and thats a problem..

this maybe the same question but does the front edge of the seal sit up against the inner bearing or is there a slight gap between the bearing back and the front lip of the seal? Inner hub has a lip above the bearing race and seal stops at this point. With the seal at this point the inner bearing can still wobble. Is this correct?

The seal has a seat in the rotor.  The inner bearing will be pressed against the outer bearing race after installation so there will be no wobble.  It will be wobbly while it's off the spindle but not once it's installed.

Here are some pictures from the FSM.  There's a gap.
