I saw 1 or 2 very early 1970 production date cars with hand throttles while working as a mechanic at a Datsun dealer in 1971. We weren't told to remove hand throttles but given my experience with such "passed down from the top' messaging at that time I'm confident application, If indeed official, wasn't consistent.

I apprenticed at a foreign car shop in 1969/70 and saw 1 or 2 Volvo's? & MB with hand throttles.

My 1970 Porsche 914-6 has a hand throttle.  Handy for warming the engine, less handy as cruise control.

That was my thought, that it's possible it slipped through or was somebody connected to a dealership and didn't have it removed...

Several very early (ie 69 production mostly) 240Z's arrived with the Hand Throttles, once the legal issue was realized - they were disabled at Nissan's Port Facilities prior to delivery to the Dealers. The Dealers were also notified and instructed to disable or remove them prior to sale.  It was against the law to Sell a new car with a hand throttle in most States - - but not against the law for a private owner to have on their car.   Lots of owners ordered the parts over the Datsun Part Counter at the Dealerships and installed them themselves.   None ever came from the factory to the US on any Series II 1971 240Z's.  The one installed on this Z does have the early style Choke/Throttle knob's.

Some factory rally s30s utilized air horns in place of (or on addition to?) stock horns, so there is a teeny-tiny precedent.  Probably unlikely that the owner installed them for that reason, but the next owner has that "out" to leave them on. 😄

What kind of horns did the rally cars use that made the oscillating two tone sound?

I've had a set of dual-trumpet FIAMM air horns on my car for over 45 years. Not needed very often but get the job done when required! The trumpets are installed on the front side of the radiator support to get that sound right out front.
